Coffee League Regulations

The purpose of the Coffee League is to encourage comradeship between all the military branches and 1st responders through friendly competition. Mixing civilians with the fore mentioned groups will help foster a level of trust and communication between these special personnel and civilians.
 
The intent of this league is not to become cumbersome to either the participants, adjudicators and/or organization. The core of the league is put onto the shoulders of the Team Captains. The main focus is to have fun.
 
Team Captains. One of the team members must be voted into the position by the team itself. They are responsible to coordinate match play with their assigned opponent’s Team Captain. Both captains are totally responsible for: 1) Selected Venue, 2) Time Control, 3) Simple problem resolution, 4) Chess Vets Equipment Used, 5) Clock Usage Requirement and 5) Reporting match results within 48 hours after play. The only overriding of these conditions are from the league chief arbiter.
 
League Chief Arbiter. Must be certified as a US Chess Tournament Director, but not necessarily current. Responsibility is to arbitrate any conflict between teams and to clarify any rules. Their authority is absolute concerning all match play and events.
 
League Organization. Responsible for: 1) Creation of match selection, 2) Major event organization, 3) Public Relations and 4) Securing prizes. No running committees are planned. The league President shall form special committees only when necessary.
 
Rules. Per most recent US Chess Rules Manual, except for logging of games requirement.
Firm rules to be announced prior to all official play are 1) Touch Move and 2) Absolutely no help, in any form, during an active game. This includes announcing if a “flag” falls from anyone besides the players themselves and/or an assigned arbiter. Other than these firm rules, the captains can be flexible, if they agree. If they cannot agree, they should call the League Chief Arbitrator immediately. Again, the emphasis is on fun and not regulations.
 
Board Assignments. There shall be a maximum of 5 players per match. Each player will have an assigned board.

Match Play. Games do not have to be at the same place or time. The only requirement is that each team captain be present. Matches will only consist of the assigned players listed on the official team roster. A person can only play one game per match. Matches are considered complete after all games are played or forfeited and the results are submitted to the league organization. 
 
Teams.  Each team must have 3 players; 1 player may be a civilian.  All players must reside in central Texas. Each team may change players and/or captains each tournament period.
 
Tournament Period. A tournament period is every month. Cut-off for new teams is the 7th of each month. Registration opens for new teams on the 20th prior to the tournament period. This does not include special events planned in the future.
 
Award Categories. These categories may increase at the discretion of the awards committee. Also, the awards committee oversees all physical awards.
